ANNAPOLIS - More than 20 witnesses waited five hours Wednesday to testify for a bill that will give those convicted of first-degree sex and rape offenses a mandatory minimum sentence of 25 years to life with no chance of parole.
The proposal has 25 sponsors in the Senate, 11 of them Democrats.
